The Town of Elon has contracted with Pipeline Utilities, Inc., a utility contractor in the state of North Carolina to complete a waterline improvements project along East Haggard Avenue, between North O’Kelly Avenue and Gilliam Road. Throughout this project, the contractor will have to perform various traffic control measures to ensure the safe installation of a new waterline, including both temporary road closures, detours, and temporary lane closures. Beginning as early as Wednesday, November 15th 2023, the contractor will begin construction in the intersection of E. Haggard Ave. and N. O’Kelly Ave. and proceed east toward Antioch Avenue. During this time, estimated between November 15th and December 6th, the section of E. Haggard Ave. between N. Williamson Ave. and N. Antioch Avenue, as well as a portion of N. O’Kelly Ave. will be closed to vehicular traffic on weekdays between the hours of 9:00 am and 4:00 pm. A detour will be in place, illustrated in the attached exhibit, with signs directing vehicle traffic around the work area. Outside of the hours between 9:00 am and 4:00 pm, all roadways will be open for normal operations. Sidewalks and crosswalks along E. Haggard and N. O’Kelly will remain open to the public throughout the project, with detour signs installed for pedestrians to navigate closed areas, when needed. Following completion of the work between N. O’Kelly Ave. and N. Antioch Ave., traffic control measures will shift to single lane closure, with traffic control personnel located on each side of the work zone. Prior to this start, an additional public notification will be provided, describing the lane closure procedure and a preliminary timeline. With various signage and safety measures to be in place throughout the project, compliant with state and federal regulations, we appreciate any added precaution and awareness offered as you navigate these work zones over the next months.
